What is HAL? Understanding High Ability Learners in Nebraska
High Ability Learners (HAL) in Nebraska refers to a state-mandated program, guided by Rule 3, that requires school districts to identify and provide specialized services for students with high potential. These services are designed to ensure that gifted and talented students have meaningful opportunities to grow academically, creatively, and socially.
HAL programming focuses on meeting students where they are and helping them reach their full potential through tailored educational experiences. This may include curriculum acceleration, enrichment opportunities, academic competitions, and support for social and emotional development.
Identification
Students in grades K–12 are identified for HAL services using multiple measures. These may include assessments such as the CogAT, teacher recommendations, classroom performance, and portfolio reviews. Identification considers strengths across intellectual, creative, and academic areas.
Services and Learning Opportunities
HAL programs provide differentiated instruction designed to challenge and engage students at higher levels. Opportunities may include independent research projects, advanced coursework, accelerated pacing in specific subjects, and participation in competitions or specialized programs.
Individualized Support
Each HAL student has unique strengths and needs. Programming is designed to reflect differences in ability, interests, and developmental readiness, ensuring students are both challenged and supported as they grow.
Local Implementation
